RESOLVED: To not co-opt for the ward of Underwood, due to the sensitive nature of the vacancy and the fact that an election will be held in May.

No nominations have been received.
RESOLVED: To not proceed with co-option for the ward of Jacksdale on the basis of no nominations and the fact that an election will be held in May.

The Chair thanked PCSOs Clarke and Shaw for attending the recent Open Day Event at the Parish Hall, especially when they were not scheduled to be working.
It was agreed for the Clerk to send a letter to Sgt West acknowledging that the Parish Council was pleased that PCSOs Clarke and Shaw had attended the event. It had been a good opportunity for them to engage with the public and the Parish Council hope that they will be able to attend future events.
There was no police representative at the meeting, but an email report had been received from PC Snowden which had been circulated to Councillors. No questions were raised, but it was acknowledged that it was a very useful and informative email.

It was agreed to add to the letter being sent to Sgt West, details of the upcoming Parish Council meetings and request their attendance.
- Consider opportunity for community engagement with Police & Crime Commissioner Caroline Henry
RESOLVED: For the Clerk to write to Commissioner Henry advising that the Parish Council would be interested in a meeting with the Commission, early evening on Wednesday, 24 May 2023. To request in the letter, what exactly the arrangements would be, would there be the opportunity for a Q&A session and check that it would be open to the public as well as the Parish Council.
- Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation. Members of the public will need to start by stating which item they are addressing the Council on – No members of the public present.

RESOLVED: To not take on the maintenance and liability for the proposed bench to be purchased by Haggs Farm Preservation Society
Cllr A Justice left the meeting whilst item 14 was discussed.
- Consider request from Pearsons Fairs to hold annual fair on Woodnook from 15 July 2023 until 22 July 2023
RESOLVED: To approve the request from Pearsons Fairs at the current rate and to review the rate for next year.
Cllr A Justice returned to the meeting.
- Finance (previously circulated) – No questions
RESOLVED: To accept the accounts as circulated.
- Update from Finance meeting on 16 January 2023 and consideration of any recommendations put forward – Draft minutes attached – No questions raised
- To consider renewal of PayPoint contract
RESOLVED: To agree with the Finance recommendation not to renew the PayPoint facility
- To consider repairing the slabs at Jacksdale War Memorial from the EMR War Memorial Reserves
It was noted that when Selston memorial was built in 2014, the Parish Council set aside £7500 for the maintenance of it. Those funds are still held in EMR War Memorial reserves.
RESOLVED: To approve the finance for the repairs up to a cost of £2000
- To consider options for van lease
RESOLVED: To extend the lease for a further 12 months at the current rate of £343.47 plus VAT per month.
- To consider and approve the budget for 2023/24
RESOLVED: To accept the recommendations of the budget so far.
Cllr D Justice left the meeting whilst the item 21 was discussed. This item was chaired by the Vice Chair.
- To consider any applications for S.137 Grants
RESOLVED: To donate the £500 requested to Brinsley with Underwood PCC for the St Michaels Warm Hub.

- To consider supporting events to be held by Westwood Local for the King’s Coronation
Cllr S Jackson gave an outline of what is being planned by Westwood Local for the King’s Coronation weekend. Ideas included an open-air concert on Westwood Rec from 12 noon until 9pm on the Saturday, with live music, stalls etc. Also, a fun day at the Dale Club on the Sunday, with an old fashioned funfair, raffle, bouncy castle etc.
Cllr S Jackson left the meeting for this item.
RESOLVED: To donate funds up to a total of £2000 towards the entertainment for the Westwood Local event on the Westwood recreation ground. (Cllr B Jackson abstained from the vote).
- Consider proposals for Jacksdale skate park replacement
No information has been received from the working group, so the item will be deferred until the next meeting.
- To consider pending Planning Applications
Cllrs A & D Justice left the meeting whilst planning was discussed. Cllr B Jackson (Vice-Chair) chaired this item.
RESOLVED: To submit comments in relation to planning applications V/2022/0864 and V/2022/0396 as as they do not comply with ADC’s Local Plan Review and the JUSt Neighbourhood Plan. They are out of keeping with the area and too cramped.
It was noted that work has been allowed to take place removing a mature hedge.
- Parish Hall – Update on Village Halls Week event
The Chair updated the Council on the recent Open Day event and acknowledged that it was ‘a very good and successful event’. Lots of networking was done and some new bookings have been mentioned as well. Thanks were expressed to all the staff who spent the whole day at the event and in particular to Tracey, the Assistant Clerk for organising it and making the arrangements.
The Assistant Clerk went on to thank the Councillors who have helped and supported too.
- Pavilion – Consider request from ADC regarding use of the sports pavilion as a mess room for their operatives who work within Selston, undertaking work on behalf of the Parish Council
The Parish Council were unable to make a decision on this matter, as there was insufficient information available.
RESOLVED: For the Clerk to write to ADC to ask further questions and establish a detailed proposal from them in writing.
- To consider offer from East Midlands Ambulance Service of a free awareness session on CPR and the use of a Defibrillator
This item was of much interest to the Parish Council and it was suggested that this could be a free event opened to user groups, with free refreshments provided.
RESOLVED: To send out details of this to user groups and the sports clubs, to obtain numbers from groups first.
- Update from HR meeting on 16 January 2023 and consideration of the recommended staff appraisal process
RESOLVED: To approve the recommendation of the HR Committee on 16 January 2023, to act upon the advice from the NALC training and implement the changes from May 2023 when all Committees are reviewed.
RESOLVED: To approve the recommendation of the HR Committee on 16 January 2023 with regard to the acceptance of the appraisal process.
RESOLVED: To approve the recommendation of the HR Committee on 16 January 2023 with regard to not pursuing a Bereavement policy on the basis that Section 12 of the Parish Council’s Employee Handbook covered what was the required.
