Minutes of Annual Meeting of the Parish Council held on Monday, 22 May 2023 at 7.30pm at Old Council Offices.

RESOLVED: Cllr B Jackson was elected as Chair of the Parish Council and signed the Acceptance of Office

 

  1. To elect Vice-Chair of the Council and to receive the Vice-Chair’s Declaration of Acceptance of Office

RESOLVED: Cllr P Easom was elected as Vice-Chair of the Parish Council and signed the Acceptance of Office

 

  1. To consider the timescale for signing of outstanding Declarations of Office from persons who were elected at the uncontested election on 4th May 2023 – No action required

 

  1. To receive apologies for absence

Apologies were received as above

  1. To determine which items of the agenda, if any, should be taken with the public excluded – None

 

  1. Update on the 3 Councillor vacancies within the Selston ward following uncontested election on 4 May 2023

The Clerk informed that notice of the 3 vacancies was posted on 9th May 2023. The closing date is Friday, 16th June 2023 and co-option will hopefully be at the June meeting on Monday, 26th June 2023. It was also noted that none of the vacancies have or will be filled prior to the full Council at that meeting.

 

  1. Police report

There was no police representative at the meeting, but an email report had been received from PC Snowdon which had been circulated to Councillors.

 

  1. Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation. Members of the public will need to start by stating which item they are addressing the Council on.

 

A resident raised concerns about the poor state of the roads and pavements within the parish. It was agreed for the Clerk to write to the portfolio holder at Nottinghamshire County Council to raise the matter and to request a timeline for when works will be done.

RESOLVED: To re-adopt all the above policies without any amendments

 

  1. To re-adopt and sign Security Compliance Checklists within 28 days of this meeting

  1. To review Committee Structures and appoint Councillors to serve on Committees and other bodies

The following Committee personnel were agreed.

 

Allotment Representatives – Cllrs P Easom and J Bethell.

HR Panel – Cllrs S Jackson, D Deaves, D Wilson and S Holmes.

Strategic Planning & Finance Committee – Cllrs S Jackson and P Pilgrim (Jacksdale). Cllrs D Deaves and R Harrell (Selston). Cllrs J O’Byrne and D Martin (Underwood). Chair & Vice Chair of the Parish Council.

Environment/Recreation Grounds (inc litter picking) – Cllrs M Garner, S Limb, J Gregory, J O’Byrne, P Pilgrim and R Harrell.

Grants Committee – Cllrs S Jackson, J O’Byrne, M Garner and S Limb.

Nominated Trustees for Selston Parish Village Halls Charity (up to 9 Councillors) – Cllrs S Limb, S Jackson, P Easom and J O’Byrne. The remaining positions will be looked at in October 2023.

It was agreed to add Cllr P Easom to the Virgin mandate

  1. To authorise Regular Payments List for 2023/24, including direct debits

RESOLVED: To authorise regular payments list for 2023/24 as circulated by the Clerk on 19th May 2023.

 

  1. To set the Chairman’s Allowance

RESOLVED: To set the Chairman’s Allowance at £700 for 2023/24

 

  1. Review of expenditure incurred 2022/23 and set an amount for S.137 donations for 2023/24

The Clerk had previously circulated a detailed list of the expenditure for the budget code covering S.137 expenditure for 2022/23. No questions were raised.

RESOLVED: To set the S.137 budget for 2023/24 at £4000

The Clerk went through the whole of Section 1 of the AGAR, to ensure that the Parish Council fully understood what was being approved.

The completed Section 2 of the AGAR had been circulated to all Councillors on 19th May 2023.

There were no comments in relation to the pending planning applications.

 

  1. To approve a program of scheduled meeting dates for monthly Parish Council meetings

RESOLVED: To continue with the last Monday of the month for scheduled Parish Council meetings and for these to be held at 7.30pm at the Old Council Offices.

It was agreed that a schedule of meetings up to and including April 2024 will be published and circulated.

The next meeting will be held at the Old Council Offices, Selston on Monday, 26th June 2023 at 7.30pm.
