Minutes of Meeting of the Parish Council held on Monday, 30 October 2023 at 7.30pm at Old Council Offices.

The Clerk informed the meeting that Cllr R Limb had sent in his resignation and that she would make ADC aware of the vacancy the following day. This vacancy will be for the ward of Selston.

 

  1. To receive declarations of interest from Councillors

Cllr Garner – items 16 & 17 pecuniary

Cllr Justice – items 7 (ADC) and 19 non pecuniary

Cllr S Limb- items 16 & 17 pecuniary

Cllr Martin – items 7 (NCC) and 11 non pecuniary

 

  1. To determine which items of the agenda, if any, should be taken with the public excludedRESOLVED: To move item 16 to ‘Confidential’ due to safeguarding concerns and no Ofsted report received.

 

  1. Police report

There was no police representative at the meeting, but an email report had been received from PCSO Shaw which had been circulated to Councillors. No questions were raised.

 

The Clerk provided a reminder of the next Beat Surgery which is to be held at the Contact Point at the Parish Hall on Wednesday, 8th November 2023 from 4.30pm to 5.30pm.

 

  1. Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation. Members of the public will need to start by stating which item they are addressing the Council on

 

A resident raised concerns about the difficulty getting through to the Police on 101 and the fact that when it does connect, it automatically goes through to Derbyshire Police.

 

A resident spoke in support of item 12 – maintenance of trees on Portland Green

 

  1. To approve the minutes of Selston Parish Council meeting held on 25 September 2023

RESOLVED: To accept the minutes of the meeting held on 25 September 2023 as a true record

 

  1. To consider correspondence received and required actions – Noted

 

  1. To note the date of the AGM of Selston Parish Village Halls Charity Monday, 20 November 2023 @ 7.30 pm at Old Council Offices – noted

The Clerk reiterated that members of the public are welcome to the AGM.

 

  1. To consider nominating additional Councillor trustees in readiness for the SPVHC AGM in November

Cllrs S Limb, Easom and O’Byrne are currently Councillor Trustees and Cllr S Jackson is a Trustee as a service user, rather than as a Councillor.

RESOLVED: To accept Cllrs Holmes, Garner and Roe to be Councillor Trustees, along with Cllrs O’Byrne and S Limb.

 

  1. To consider amendments to the Management Agreement between Selston Parish Village Halls Charity and Selston Parish Council

RESOLVED: To accept the amendments to the Management Agreement between Selston Parish Village Halls Charity and Selston Parish Council (as circulated to Councillors 25/10/23).

  1. To consider the accounts as attached and draft Finance minutes of 17 October 2023, as circulated

RESOLVED: To accept the accounts as circulated.

  1. To consider quote for maintenance of trees on Portland Green

RESOLVED: To go ahead with the tree works on Portland Green at a cost of £4045.00 plus VAT

 

  1. To consider any applications for S.137 Grants

RESOLVED: To approve a request from the SPVHC to donate up to £250 towards the Selston Christmas lighting event this year.

 

  1. To consider quotations for grounds maintenance for all Parish Council sites

RESOLVED: To accept the quote for grounds maintenance of all Parish Council sites at a cost of £43,851 plus VAT. This is with the proviso that the arrangement can be reviewed monthly and terminated if the specification is not fully complied with or unsatisfactory work.

  1. To consider pending Planning Applications

There were no comments in relation to pending planning applications.

 

  1. Old Council Offices – To consider the requests from the Parish Preschool

This item was moved to ‘Confidential’

 

  1. Old Council Offices – To update on the Office letting

It was agreed to move this item to ‘Confidential’ as it related to item 16.

 

  1. Finalise arrangements for Remembrance Day on Sunday, 12th November 2023 and consider who will lay wreaths on behalf of the Parish Council

Cllr Martin was asked if he was happy to deal with the transporting of barriers etc., as in previous years. Cllr Martin agreed to do this. Marshalls for the road were discussed and Cllr S Jackson indicated that she was happy to help with that.

RESOLVED: For Cllr Whyles to lay the Parish Council’s wreath at Selston, Cllr S Jackson to lay the wreath at Jacksdale and Cllr O’Byrne at Underwood.

 

Thanks were extended to everyone who had helped with putting up the lamp post poppies this year.

 

Cllr Martin asked if more poppies could be purchased for next year – this will be added to a future agenda.

Jacksdale event – 24th November

Selston event – 1st December

Westwood event – 1st December

Underwood event – 9th December

Minute No. 115 – Old Council Offices – To consider the requests from the Parish Preschool

An email from the Parish Preschool dated 30th October 2023, had been circulated to Councillors ahead of the meeting.

 

RESOLVED: For the Parish Council to make the internal amendments to the building as per the email request, to allow the open day to go ahead as scheduled, but before officially opening the Preschool, the Parish Council needed to receive affirmation of the suitability of the building from Ofsted.

 

It was noted that the costs for the external amendments needed to be met by the hirer, as this didn’t add any benefit to the Parish Council’s use of the facilities.

 

Minute No. 116 – Old Council Offices – To update on the Office letting

The Clerk informed the meeting of the arrangements for the future use of the office space in conjunction with the booking by the Parish Preschool. This will be costed separately and an agreement signed on a similar one to that of previous arrangements.
