Minutes of Meeting of the Parish Council held on Monday, 27th October 2025 at 7.30 pm at Jacksdale Community Centre.

RESOLVED: To formally accept Cllr Wilson’s apologies

 

  1. To consider co-option of 3 Councillors for Underwood ward and 2 Councillors for Selston ward

No applicants in attendance to be considered. The vacancies will continue to be advertised for Co-option.

 

  1. To receive declarations of interest from Councillors

Cllr J Gregory – any items relating to ADC, Jacksdale Light-up Appeal, Trustees and item 23

Cllr B Jackson – item 11.1 and any relating to Trustees

Cllr S Jackson – items 11.1, 12,13, 23 and 31 all non-pecuniary

Cllr Justice – items 13, 14, 17, 20, 22, 25 and 29

 

  1. To determine which items of the agenda, if any, should be taken with the public excluded

RESOLVED: To move items 31 to ‘Confidential’ due to it being of a sensitive nature and an ongoing legal dispute

 

  1. Police report

The police were represented by PCSO Clarke and PC Rodgers and a brief update was provided.

 

  1. Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation.

  1. To consider bringing forward any items of the agenda – nothing to consider.

 

  1. To approve the minutes of Selston Parish Council’s meeting held on Monday, 29th September 2025

RESOLVED: To accept the minutes of the meeting held on 29th September 2025 as a true record

 

  1. To consider the accounts to 30th September 2025 as attached

RESOLVED: To accept the accounts as circulated.

 

  1. To consider and approve the Bank Reconciliation to 30th September 2025

RESOLVED: To approve the Bank Reconciliation to 30th September 2025 as previously circulated

 

  1. To note the draft minutes of the Finance Committee meeting held on Friday, 17th October 2025 and consider any recommendations as follows: – Noted

 

152.1   To donate the £12 EMR Assistance Fund to the Community Kitchen at Jacksdale Community Centre

RESOLVED: To approve the recommendation of donating the remaining £12 from the EMR Assistance Fund to the Jacksdale Community Kitchen.

 

152.2   To consider switching banks to receive better interest rates

RESOLVED: To put £60781.55 into Unity Trust Bank (from the Virgin Money 30-day savings account) and top it up to £110,00 from the Public Sector Deposit Fund.

 

  1. To consider any applications for S.137 Grants

 

  • Jacksdale Marine Training Corps request for room hire

RESOLVED: To defer this request to the November meeting and invite them along to speak to the Council about their group

 

Cllrs J Gregory and D Martin both declared an interest in the next item and then left the room whilst it was discussed.

 

  • Jacksdale Light Appeal request in respect of their Christmas lighting event

RESOLVED: To approve the request for £334 towards the room hire, grotto, music inflatables and snow for the Christmas event.

 

Cllr Easom temporarily left the room

Cllr Martin returned to the meeting, followed by Cllr J Gregory.

 

  1. To consider replacement Christmas trees

A lengthy discussion took place about the need to replace several of the Christmas trees, as some of them are no longer working properly. Due to the cost of these and the large number required, consideration was given to how the number of replacements could be reduced.

 

Cllr Easom returned to the meeting.

 

It was acknowledged that both Light-Up Jacksdale and Westwood Local have continued to fund raise throughout the year and this has helped in securing many of the lights in those areas. It was noted that there is no such fundraising group for the Selston area.

 

It was agreed that there should be one tree at the Co-op in Selston, one at the Old Council Offices, two on Portland Road, one at the Underwood Community Centre, one at Underwood Welfare and keep the 3 trees at Westwood.

 

RESOLVED: To spend up to max of £2000 on replacement Christmas trees and for the locations to then be determined by the Clerk in conjunction with the Parish Warden.

 

  1. To consider pending Planning Applications

There were no comments in relation to the pending planning applications

 

  1. To consider Planning Appeal – noted

 

  1. To consider Parish Council representative(s) for attending Planning Committee meetings on any relevant applications, to present the view of the Parish Council – N/A

 

  1. To consider correspondence received and required actions – No actions required other than item 12 which will be dealt with later in the meeting.

 

  1. To consider resident’s request relating to the location of the table tennis table on Woodnook recreation ground

 

RESOLVED: To leave the table tennis table where it currently is.

 

Cllr Gascoyne declared an interest in the next item and then left the room

 

  1. To consider request from the Jacksdale and District branch of the Royal British Legion to increase the Council’s annual donation for the Remembrance Day Parade

RESOLVED: To budget £700 for next year’s event and then for the amount to be increased in line with the Parish Council’s general budget increase year-on-year thereafter.

 

  1. To consider response from Ashfield District Council in respect of the SHELAA SJU013 – New Selston development

No further action required at this stage, pending the outcome of the Local Plan.

 

  1. To consider the Local Government Pension Scheme Employer Discretions Policy

Due to the lateness in circulating the related information, this item was deferred to the next meeting to allow for more time for consideration.

 

  1. To note the date of the Selston Parish Village Halls Charity’s AGM on Monday, 10th November 2025 at Selston Parish Hall at 7.30 pm – Noted

 

  1. To consider the quote from Skate Nottingham for a Selston/Jacksdale ‘Skate and Regenerate’ programme, spring 2026

RESOLVED: To approve the quotation of £2255.16 for a workshop by Skate Nottingham.

 

Further consideration needs to be given to which date in March would work best.

 

  1. Consider a request to plant an oak tree on Portland Green

RESOLVED: To approve the planting of the donated oak tree, on Portland Road.

 

Cllr Gascoyne offered to help with the planting.

 

  1. To review the grounds maintenance contract and consider the request of the current contractor for a fixed contract

RESOLVED: To approve a 3-year contract with the current grounds’ maintenance contractors with a 5% minimum increase each year and on the basis of a 6 month get-out clause on either side.

 

  1. Update from recent allotment inspections and consider any recent issues raised

No update

 

  1. To consider the 100 years anniversary of the Jacksdale branch of the Royal British Legion and approve any requests and proposals

This item was carried forward to next month’s meeting, when Jacksdale RBL will have had their AGM.

  1. Update on arrangements for Remembrance Day on Sunday, 9th November 2025

Previous arrangements were re-affirmed.

  1. Update on arrangements for the Christmas event to be held at Old Council Offices (in conjunction with the trustees of Selston Parish Village Halls Charity) on 28th November 2025

No further update, other than Santa should be coming.

 

  1. To note the next Parish Council meeting to be held on Monday, 24th November 2025 at 7.30 pm at Jacksdale Community Centre – Noted
