Minutes of Meeting of the Parish Council held on Monday, 21 October 2024 at 7.30pm at Jacksdale Community Centre.

- To note the resignation of Cllr Sam Limb – noted
- If an election is called in respect of the above vacancy and the election becomes contested, consider whether the Parish Council would wish to have poll cards issued by ADC
RESOLVED: The Parish Council would not require poll cards in the event of the above vacancy necessitating an election which could be contested.
- To consider co-option of 2 Councillors for Selston, 2 Councillors for Jacksdale and 2 Councillors for Underwood
There were no candidates for consideration.

Clerk read out all declarations received.
Cllr Gregory – items relating to ADC and Christmas lighting events non-pecuniary
Cllrs Jackson, Wright and Wilson – any items relating to Trustees non-pecuniary
- To determine which items of the agenda, if any, should be taken with the public excluded
RESOLVED: To move the following items to ‘confidential’
- Item 23 (Update on land dispute and consider any subsequent actions) – due to it being of a sensitive nature and an ongoing legal dispute
- Item 24 (To consider request to place a cctv camera on an allotment plot) – due to it being of sensitive nature.
(3) Item 26 (Update on sale of 35 Mansfield Road) – due to it relating to terms of tenders/contracts
This was done by a single resolution.
- Police report
A brief update was given by PC Rob Cook.
It was noted that PC Sisson is no longer based in the parish, so this just leaves PC Cook and half-post PCSO in place. It is hoped that by November/December, there will be more officers.
- Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation. No questions raised.
Selston Football Club provided a short presentation regarding maintenance of the Parish Hall grounds.
The Chair thanked Deene and James for attending and providing the information that they have. They were invited to attend the next Trustee meeting on 4th November 2024 if they wished to, when this matter will be considered further.
The Clerk informed the representatives that the matter will ultimately need to come back to the Parish Council for a final decision and the next Parish Council meeting will be on 25th November 2024.

RESOLVED: To approve Cllr Deaves, Cllr Jackson and Cllr Wilson as signatories for the CCLA public sector deposit fund.

RESOLVED: To approve Cllr Martin (Chair) and Cllr Easom (Vice Chair) as executive directors or equivalent to act on behalf of the Parish Council for the administration of the CCLA public sector deposit fund.
- To consider closing the HSBC savings account and invest the funds into the CCLA Public Sector Deposit Fund
RESOLVED: To approve closure of the Parish Council’s HSBC savings account and to re-invest the funds into the CCLA Public Sector Deposit Fund.

- To consider replacement Parish Councillors from the Underwood ward to be members on the Finance Committee
RESOLVED: For Cllr Roe to represent Underwood ward on the Finance Committee
- To consider any applications for S.137 grants – No applications received
- To consider pending Planning Applications – There were no comments in relation to the pending planning applications
- To consider Parish Council representative(s) for attending Planning Committee meetings on any relevant applications, to present the view of the Parish Council
There were no nominations to attend the Planning Committee meetings.

- Consider letter received from Eastwood Town Council in relation to their Annual Remembrance Parade on 10th November 2024
RESOLVED: There will be no one in attendance at the Eastwood Town Council’s event due to the Parish Council’s own Remembrance arrangements.
- Consider letter received from Eastwood Town Council in relation to Eastwood Town Mayor’s Christmas Civic Service 2024 – Sunday, 8th December 2024 at 3.00 pm

- Update on arrangements for the Christmas event to be held in conjunction with the trustees of Selston Parish Village Halls Charity
An update was provided on the arrangements to date, for the event at the Old Council Offices on 29th November 2024.
- To agree a venue for the next meeting to be held on Monday, 25 November 2024 at 7.30 pm
RESOLVED: For the meeting on 25th November 2024 to be held at Jacksdale Community Centre.
- Approve a Sexual Harassment policy in relation to staff
RESOLVED: To approve the (BrightHR) Sexual Harassment policy previously circulated.

Minute No. 401 – Update on land dispute and consider any subsequent actions
There was no update other than for the Clerk to advise on the lack of progress.
Minute No. 402 – To consider request to place a cctv camera on an allotment plot
A lengthy discussion took place regarding the allotments generally.
RESOLVED: That the Parish Council would not approve the request to install cctv.
In addition, the Parish Council approved the content of a proposed letter with the addition of re-enforcing one particular item.
Minute No. 404 – Update on sale of 35 Mansfield Road
No further update.
