Minutes of Meeting of the Parish Council held on Monday, 24 April 2023 at 7.30pm at Old Council Offices.

Cllr J Gregory declared an interest in item 10 non pecuniary

Cllr S Jackson declared an interest in item 18 non pecuniary

The above declarations were acknowledged in the meeting and no further declarations were made.

  1. Police Report

There was no police representative at the meeting as the team were not on duty, but a report had been received from PCSO Shaw and had been circulated to Councillors. No questions were raised regarding the report.

 

Cllr Pilgrim did mention that there had been problems on Westwood over the weekend involving anti-social behaviour and drugs. The Clerk agreed to check with the police that this was being dealt with.

  1. To approve the minutes of Selston Parish Council meeting held on 27 March 2023

RESOLVED: To accept the minutes of the meeting held on 27 March 2023 as a true record

 

  1. To consider correspondence received and required actions – No action required

 

  1. Update from Clerk on Co-option process following a shortfall of Councillors in the Selston ward from 9th May 2023

The Clerk advised that the 3 vacancies for Selston Ward would be advertised on the 9th May 2023, with a view to co-opting at the Full Council meeting 26th June 2023.

 

  1. To consider the accounts as attached

No questions were raised

RESOLVED: To accept the accounts as circulated.

 

Cllr Gregory left the meeting whilst item 10 was discussed.

 

  1. To consider applications for S.137 Grants

RESOLVED: To approve the S.137 request for retrospective room hire costs of £142.50 for the East Egg Hunt to raise funds for Jacksdale Light Appeal.

 

Cllr Gregory returned to the meeting

 

  1. To consider amendments to the Hiring of Parish Council facilities ‘Terms & Conditions of Hire’ and to the booking form

 

RESOLVED: To approve the amended ‘Terms & Conditions of Hire’ and booking form as previously circulated, with the small amendment that discretion be given Assistant Clerk, as well as the Clerk.

 

  1. To consider outstanding hire charges from 2022/23

The Clerk gave an update that the debtor had been in contact with the office and has now agreed to clear their account when they next make a payment. It was an oversight on their part.

 

  1. To consider options for the use of the donation received in memory of the late Cllr Sue Hey

RESOLVED: The Parish Council approved the replacement of the basket of the beacon, complete with new inner.

 

RESOLVED: To use some of the earmarked War Memorial reserves and the donation given in memory of the late Cllr Hey, to purchase the new basket at an inclusive cost of £2200. A plaque will be added to the basket in dedication of the late Councillor.

 

  1. Consider proposals for Jacksdale skate park replacement

Cllr Pilgrim gave an update on her recent consultation with parents and children on the park over the Easter holidays. She also circulated the Rhino Ramps brochure indicating what sort of thing that the consultees have asked for.

 

It was confirmed that Jacksdale community would prefer a like-for-like replacement, but with something for the smaller children too. It was mentioned that they don’t want to have the same as Selston or Underwood.

 

The Clerk confirmed that a representative of Rhino Ramps had already been out to the site, but that a different supplier would be needed. A likely cost could be in the region of £75,000 and funding will be needed.

 

It was agreed that the matter be left for the new Council to take forward, once a new Recreations Committee is formed in May.

 

Cllr Gregory left the meeting at 8.05pm

 

  1. To consider quote for cultivation and seeding of wild flower areas in Selston parish

RESOLVED: To approve the quote of £4147.68 plus VAT for cultivation and seeding of wild flower areas at Town Green, Friezeland, Woodnook, Portland Green and Wharf Green.

 

  1. Update by the Clerk regarding maintenance of the slabs around Jacksdale War Memorial

The Clerk has still not received a response from the Highways Inspector, but on a recent inspection by the Clerk, it would appear that the uneven slabs have now been replaced with concrete.

 

The Clerk left the meeting whilst planning application V/2023/0171 was discussed due to it being an application made by members of her family.

 

  1. To consider pending Planning Applications

A discussion was held regarding planning application V/2023/0171 – (111-113, Portland Road, Selston – Residential Development of 8 Dwellings)

 

It was acknowledged that the application conforms to the JUSt Neighbourhood Plan. The land in question is not green belt and the proposals do cover the criteria for affordable housing.

 

The Clerk returned to the meeting at this point.

 

 

  1. Update on upcoming Coronation Events

Cllr S Jackson gave an update on the 2 planned events at Westwood and confirmed that her Event Management Plan had now been done and she was in the process of costing up.

 

With regard to the Selston event, there was no one present to give an update.

 

  1. Date, time and venue of next meeting – This will be the Annual Parish Council meeting and it will be held on Monday, 22 May 2023 at 7.30pm at Old Council Offices, Selston – Noted
