PC Snowdon gave a brief update on ASB in the parish and acknowledged improvements since issuing of the Anti-Social Behaviour contracts. Work on this will continue.
He also updated on the ongoing discussions to try and enhance the number of hours that the Rurals Beat Team spend within the parish. This includes finding ways to enable the team to be able to clock ‘on’ and ‘off shift’ at the parish hall rather than at Kirkby as is now the case. It is estimated that this could save 2-3 hours per shift. They are also exploring options with regards to having a vehicle for the team’s sole use, based within the parish. Additional funding for the car is estimated around £5,500.
A discussion then followed between PC Snowdon and Councillors, as to what help the Parish Council could consider and possibly do to support the scheme. It was acknowledged that the Parish Council already provide and fund the office for them at the parish hall.
The proposals in principle were welcomed by the Parish Council.
RESOLVED: For the Clerk to write to ADC, Nottinghamshire PCC and local MP Lee Anderson to request their support/funding in progressing this scheme further.
PCSO 1273 Michelle Clarke was also introduced at the meeting, having recently joined the Rurals Team.

- John Holmes of Oxalis Planning Limited to provide update on proposed development at Junction 27 (M1)
John informed the meeting that the outline planning application had been submitted in April. An application had also been made for the south of the A608. That application had proved to have a number of difficulties to overcome, whereas the application on our side of the A608 had been fairly well received by the statutory bodies. There is still more work to be done in terms of national highways’ requirements, however, in terms of the traffic surveys, percentage increases of traffic are estimated as being pretty low. There had been minimal objections from residents.
John referred to the concerns previously raised by the Parish Council in March. It had been acknowledged that public transport from the parish was extremely poor and so getting to the site would be difficult. This was being considered further with the relevant parties, to try and alleviate that problem and Notts County Council have requested that free bus passes are provided to employees of the site in question.
Regarding visual impact and specifically shapes and colours of the buildings, this has also been improved upon, but there is still further opportunity to improve on this. Changes had also been made in terms of lowering the siting of the first structure and thereby raising the bund for planting of trees.
In terms of S.106 agreement, the pedestrian crossing and land for trees that was previously raised, wouldn’t qualify for S.106 monies, but there are alternative possibilities such as a community fund, which could be considered.
It was agreed for the Clerk to send in a letter to ADC reiterating the Parish Council’s concerns regarding extra traffic, particularly in Underwood, the shape and colour of the buildings and to request that landscaping of the site takes place before the buildings are erected.

Item 2 – Decision Notice for land at 201 Church Lane
It was noted that the Parish Council’s comments in relation to this application had been reflected in the decision.
- Update on Football/Cricket pitch facilities
In Cllr Martin’s absence, Cllr A Hankin gave an update. The District Councillors have been engaging with Selston Football Club in sourcing other sites. 7 sites had been highlighted in Annesley, Kirkby and Jacksdale, of which one at Mayfield Street is now being rented out by SFC. Patagonia Way would also be acceptable following some improvement works. The other 5 sites are not suitable. 4 further sites are now also being investigated in Hucknall, Ironville and Riddings.
Lea Lane was also discussed in terms of the parking issues and the limiting of use by other residents, due to the football. Whilst the parking issues are being addressed, it was felt that in the long term, this venue shouldn’t be required as a facility for the Football Club.
It was further noted that the Football Club have now been advised that they can book for winter night-time training facilities in the new Kirkby Leisure Centre.

A lengthy discussion took place about the storage facilities moving forward and the need to have closer monitoring of how much storage space is being taken up by individual groups and for storage to not be overspilling into other space.
RESOLVED: To approve the request to cover the cost of storage units and boxes at a cost of £469.80
- Update from working party on the replacement options for Jacksdale skate park
Due to the absence of a number of Jacksdale Councillors, no update was available. It was agreed for the Clerk to chase this up by emailing the Jacksdale Councillors and for the item to be further deferred until September.

RESOLVED: For the Parish Council to pay the VAT element of the quote at a cost of £520.

- Consider charges for use of water on allotments
Cllrs Wright & Easom were thanked for their recent efforts as allotment representatives.
It was discussed about making changes to rental costs per square meter and for this to start from 2024, giving notice from April 2023
RESOLVED: To not make a water levy but to review the annual rent in line with square meterage.

RESOLVED: To approve the amended agreement (as circulated) with one small addition at the end of Clause 6 (m) Sprinklers or irrigation systems must not be used at any time and hose pipes attached to standpipes must not be left unattended, “or overnight”.

RESOLVED: To submit a comment to ADC (if it’s not too late) in respect of planning application V/2022/0475 raising concerns about parking and the dangers as cars approach from Ironville direction.
The Chair mentioned that the following items have often been added to the agenda as prompts if anyone wants to raise anything, but decisions aren’t able to be made unless they are specific items. It was suggested that if any Councillors wish to bring up something specific about the centres, then a request should be emailed to the Clerk, who can then add the item.
- Parish Hall – It was acknowledged that whatever we can do to support the police hub situation, we ought to consider, however we are already providing the space at the parish hall. It was also noted that costings of this nature should already be included within the Council Tax.

- Jacksdale – Nothing to note, other than, it was suggested that the Clerk send out the plans of the Jacksdale carpark to Councillors, to be clear as to which parts are owned by the Parish Council.
