Minutes of Meeting of the Parish Council held on Monday, 25 November 2024 at 7.30pm at Jacksdale Community Centre.

RESOLVED: To co-opt Frances Brown as a Parish Councillor for Selston ward.

RESOLVED: To move the following items to ‘confidential’

  • Item 17 (Update on land dispute and consider any subsequent actions) – due to it being of a sensitive nature and an ongoing legal dispute
  • Item 18 (Update on allotment sites) – due to being of a sensitive nature
  • Item 29 (Update from staff meeting on 12 November) due to it relating to staff and of a sensitive nature
  • Item 30 (To consider payment of the National Joint Council annual pay increase for all staff from 1st April 2024) due to it relating to engagement of staff

 

This was done by a single resolution.

There was no representation from the Police and no report received.

  1. To approve the minutes of Selston Parish Council meeting held on 21 October 2024

 

RESOLVED: To accept the minutes of the meeting held on 21 October 2024 as a true record

 

  1. To consider the accounts to 31 October 2024 as attached

  1. Update on Christmas lamp post lights and funding

ADC are funding the installation of Christmas lamp post lights in Selston, Underwood and Jacksdale for the next four years. As Light up Jacksdale do not have to fund the installation of the lights in Jacksdale they have purchased 10 lights for Westwood. The lights for Underwood and Selston have been purchased by Selston Parish Council.

Westwood Local have funded the installation of power requirements on the lamp posts but they do not have sufficient funds to pay for the installation and removal of the lights this year so monies from Cllr Martins County Council divisional fund and from the parish Councils Chairmans allowance will pay for the installation. Westwood Local will continue to fund raise to pay for the installation of the Westwood Lights in future years.

 

  1. To consider quotes for a replacement electric van which is used primarily by the Parish Warden

 

RESOLVED: To proceed with the quote received for a Citreon Berlingo electric van at a cost of £293.69 per month (exc VAT). This price does include the service as well.

 

  1. To consider any applications for S.137 grants – No applications to be considered

 

  1. To consider pending Planning Applications

There were no comments to be made in relation to the pending planning applications

 

  1. To consider Parish Council representative(s) for attending Planning Committee meetings on any relevant applications, to present the view of the Parish Council

Cllr Gregory informed the meeting that she would be attending the Planning Committee meeting as District Councillor and representing the residents on planning matter V/2024/0329.

 

RESOLVED: For Cllr Easom to attend the Planning Committee (if available), to reiterate the contents of the Parish Council’s letter of objection on planning matter V/2024/0329.

  1. Consider letter received from Eastwood Town Council in relation to Eastwood Town Mayor’s Christmas Civic Service 2024 – Sunday, 8th December 2024 at 3.00 pm

Cllr Justice volunteered to attend this event.

 

  1. To consider the quote for verti-drain works at the Parish Hall, Woodnook and Friezeland

 

RESOLVED: To approve the quote for Verti-drain at 3 Parish Council sites at a cost of £1064 plus VAT.

 

It was also suggested that a letter be sent to the sports club to let them know of the work that is being undertaken, which will improve the use of sites.

  1. Update from Selston Parish Village Halls Charity’s AGM on Monday, 4th November 2024

The draft Minutes of the meeting had previously been circulated to Councillors. There were no questions on the minutes.

 

  1. Consider nominees for Councillor Trustees on Selston Parish Village Halls Charity

 

RESOLVED: For Cllrs Gregory and Brown to become Councillor Trustees of SPVHC

 

  1. To review and sign the Management and Administration Agreement between Selston Parish Village Halls Charity and Selston Parish Council

 

RESOLVED: To approve the amendment of item 2 c) of the Management and Administration Agreement between SPVHC and the Parish Council, to read ‘To take all bookings for the Facilities and to charge users of the Facilities fees in accordance with the scale determined by the Charity, following discussions with the Council from time to time’.

 

  1. Parish Hall and Pavilion – To consider the quote for drain repairs at the request of Selston Parish Village Halls Charity

Minutes of the emergency meeting of Selston Parish Village Halls Charity held on the 19th November and the email containing the drains report and quote had been emailed to the members of the Parish Council on the 22nd November 2024.

It was acknowledged that the work was urgent and needed to be addressed as soon as possible. The Clerk indicated that the work could be undertaken in the first week of January. She was also in the process of seeking third party advice as to the reasonableness of the quote received.

 

RESOLVED: To approve getting the work done (on the quote received), subject to the advice from the third party. If the quote is thought to be too high, the Parish Council will consider obtaining an additional quote.

 

It was also agreed that in the meantime, the Clerk would investigate the possibility of it being covered by our insurers and also, the possibility of it being caused by subsidence.

 

  1. Old Council Offices – Update on the office let

It was agreed that this matter would be reviewed again in January.

 

  1. Update on sale of 35 Mansfield Road – Nothing to report

 

  1. To consider training for Councillors (similar to that provided to the staff) in relation to the new Sexual Harassment policy

 

RESOLVED: That rather than group training, each Councillor would go through the policy themselves independently, raise any questions with the Clerk and then sign a copy of the policy to indicate that they have ‘read and understood the contents of the policy and will abide by the policy’.

 

  1. Update on Selston Christmas event to be held at the Old Council Offices on 29th November 2024

Councillors were asked for any additional help that could be provided.

 

  1. To consider a suggestion for part of the VE Day Celebration on Woodnook recreation ground on 8th May 2025

The Assistant Clerk provided a summary on various things that had potentially been put in place for the upcoming event and asked members of the Council if they were happy for the plans to continue along those lines.

It was agreed that they were more than happy for the work to continue along the lines described, and they were grateful for the work already done and the offers of support already received.

 

  1. To agree a venue for the next meeting to be held on Monday, 27 January 2025 at 7.30 pm

 

RESOLVED: For the January meeting to be held at Jacksdale Community Centre and for this to continue to be the venue for future Parish Council meetings for the time being.

Minute No. 424 – Update on land dispute and consider any subsequent actions

 

RESOLVED: For the Clerk to immediately proceed to obtain 3 quotes for reinstatement of the boundary. For the Clerk to instruct our Solicitors to respond, advising of the Parish Council’s position and then for an appropriate item to be added to January’s agenda to proceed to the next step.

 

Minute No. 425 – Update on allotment sites

 

RESOLVED: For the clerk to respond to the person concerned using specific wording which the Parish Council approved.

 

Minute No. 436 – Update from staff meeting on 12 November

The Clerk had previously circulated the HR agenda to all Councillors, which included full details of what each item involved. No questions were raised.

 

Minute No. 437 – To consider payment of the National Joint Council annual pay increase for all staff from 1st April 2024

 

RESOLVED: To approve the National Joint Council pay increase for office staff and the increases for caretakers and the parish warden as discussed.
