Minutes of Meeting of the Parish Council held on Monday, 26 February 2024 at 7.30pm at Old Council Offices.

The Clerk read out declarations received, as follows

Councillors were reminded that it is their individual responsibility to ensure that their Register of Interests form is kept up to date, not the responsibility of the Clerk. The forms are available from the office and a few blank forms were available at the meeting as well.

  1. To consider Co-option of one Councillor for Selston ward and one Councillor for Jacksdale ward

No applications to be considered and so the matter will be deferred until the March meeting.

  1. Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation. Nothing raised

 

Tricia Choo of Equation, provided a short presentation about the ‘Make Notts Safe Fund’ Domestic Abuse in Rural Areas project.

 

  1. To approve the minutes of Selston Parish Council meeting held on 29 January 2024

Cllr Justice raised concerns about the accuracy of the minutes in relation to the additional item which was discussed, and also in relation to the approving of the quotes for the drainage works. Cllr Justice’s concerns were in relation to the fact that Cllr Limb and herself were asked to leave the room for the additional matter when neither of them had declared an interest in that matter. Cllr Justice was further concerned about whether the quotes for the drainage had been approved, as they were on the January agenda for consideration.

The Clerk confirmed that the quotes had been properly approved.

No further concerns were raised.

  1. To consider the appointment of Councillors to become Trustees for Selston Parish Village Halls Charity

RESOLVED: For Cllr Justice to become a Councillor Trustee

Cllr Jackson and Cllr Wilson left the room whilst item 11 was discussed.

  1. To consider room hire rates – as recommended by the Finance Committee

A report was circulated to Councillors prior to the meeting and paper copies were available at the meeting.

 

RESOLVED: To approve room hire increases as recommended by the Finance Committee.

 

  1. To consider the accounts as attached and draft Finance minutes of 8th February 2024 as circulated

  1. To consider quotes for van insurance due for renewal 16th March 2024

 

RESOLVED: To delegate this matter to the Clerk

 

  1. To note the updated figure for the purpose of S.137 of the LGA 1972 for Local and Parish Town Councils in England for 2024/25 is £10.81 per elector – Noted

 

  1. To consider budget for 2024/25

 

RESOLVED: To approve the budget as circulated (dated 5/2/24)

 

  1. To consider the precept for 2024/25

 

RESOLVED: To approve a 15% increase to the precept, this equates to an increase of £11.44 for a Band D property.

 

  1. Consider renewal of Grazing Agreement at Station Road

 

RESOLVED: To continue with the grazing agreement, but on a monthly rental basis, until a decision is made on whether to potentially sell.

 

  1. To consider residents request regarding the hedge on Woodnook Recreation Ground

This was discussed at length and whilst the Parish Council are sympathetic to the resident’s situation, the Parish Council has to be mindful of biodiversity issues for which it also has a responsibility. It was agreed for the Chair and Cllr Whyles to visit the site and report back.

 

The item will be deferred to the March meeting.

 

  1. To consider promoting parish facilities at the opening of the new play area on Selston Country Park on 2nd March 2024

Cllr Holmes informed the Council that she had been informed that this was no longer an option.

 

  1. To consider any increase in Allotment rents for the year April 2025 to March 2026 as 12months notice is required

 

RESOLVED: To approve a 15% rent increase for all plots payable from 1st April 2025.

A discussion was held regarding planning application V/2024/0033.

 

RESOLVED: To submit a letter of observation in support of an ecologically engineered carpark with good signage.

 

  1. Parish Hall – To consider providing a J9 safe space

Cllr Roe would like to take the lead on this. Cllr Jackson, Cllr Pilgrim, Cllr Gregory, Cllr Wright, Cllr Wilson and Cllr Roe were all interested in the training opportunity, along with the Clerk.

RESOLVED: For the Clerk to ask Equation to look at the suitability of the office.

  1. To consider a Biodiversity policy for Selston Parish Council

A proposed Biodiversity policy had been circulated to Councillors prior to the meeting. This was based on a model policy, which had then been updated by Cllr Whyles, for consideration.

 

The only amendment put forward was to remove the reference to cemetery and churchyards, as these are not applicable to this parish.

 

RESOLVED: To approve the policy with the amendment mentioned

 

  1. To consider review of employment contracts

 

RESOLVED: To proceed with an independent review of all employment contracts at a cost of £250 plus VAT.

 

The Clerk confirmed that the independent advisor would take on board NALC recommendations.

 

  1. To consider incremental pay increase

The Clerk confirmed that this was in relation to the statutory incremental pay increases, (moving through the SCP scale) and that the NJC pay increase from April would be in addition, but was not yet determined.

  1. Update on celebrations for Village Halls Week

There has been very limited number of offers of help so far. The Assistant Clerk thanked those who had offered support and asked for more volunteers to come forward.

It was reiterated that following the budget discussions, the Parish Council does need to raise more income from the centres and this is an ideal opportunity to promote the centres.

 

Any support in promoting the event on social media would be appreciated, along with any other offers of help.

 

  1. To consider program of Parish Council meeting dates from May 2024 to April 2025

 

RESOLVED: To approve the 2024/25 meeting dates as follows:

2024

20th May, 24th June, 29th July, 30th September, 28th October, 25th November. (No meetings in August or December).

 

2025

27th January, 24th February, 31st March and 28th April
