Minutes of Meeting of the Parish Council held on Wednesday, 26 October 2022 at 7.00pm at Old Council Offices, Selston.

RESOLVED: To move item 12 (Local Government pay claim 2022/23) to ‘Confidential’

  1. Police report

There was no police representative present and no report received, however a brief update was given by the Assistant Clerk. An increase in the number of burglaries generally occurs as the darker nights start closing in and whilst there are no great concerns within this parish around that specific crime, it is something that everyone should be aware of at this time of year and taking extra precautions to prevent such crimes.

 

A short discussion took place about recent incidents within the Jacksdale area.

 

  1. Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation

 

A local resident spoke about the continuing issues with teenagers on Lea Lane recreation ground. He also made reference to having recently reported to the parish office about damage to the bus shelter close by.

 

The County Councillor was present at the meeting and agreed to take on board the comments made by the resident in relation to the bus shelter.

 

A general discussion took place amongst Councillors around the issues of anti-social behaviour in the parish and the possible links with teenagers buying alcohol and the general feeling was that more police presence was needed in these areas.

It was agreed for the Parish Clerk to follow this up with the Police Inspector and to request their regular attendance at Parish Council meetings.

RESOLVED: To accept the minutes of the meeting held on 26 September 2022 as a true record

 

  1. Chair of the Parish Council to sign the Civility & Respect Project certificate

The Chair signed the Civility & Respect Project certificate.

 

  1. To consider correspondence received and required actions

Item 15 – Proposed Parking Restriction Chapel Rd, Selston

RESOLVED: To respond in favour of the proposed restriction on the basis that we understand the County Council will police it.

 

Item 16 – Emails from resident regarding Jubilee recreation ground

RESOLVED: To invite the resident to a full council meeting and allow her a 15-minute slot to discuss the matters previously raised.

 

Item 27 – RCAN Autumn Edition of Hall Talk

The Clerk advised that she had got a meeting arranged with a representative of RCAN, to explore what support they could offer the Parish Council if it was planned to do any events at the centres with Village Halls’ week.

It was agreed to feed back to the next Parish Council agenda, when more information is available.

 

  1. To note AGM of Selston Parish Village Halls Charity 7 November 2023 @ 7.30 pm at Old Council Offices – noted

It was also noted that flyers had been prepared by the office and were being given to the regular user groups in the hope of promoting some interest for new Trustees.

RESOLVED: To accept the accounts as circulated

 

  1. Update from Finance meeting on 11 October 2022 and consideration of any recommendations (Draft minutes previously circulated) – Noted

 

  1. To note impact of proposed Local Government, pay claim 2022/23 for office staff and consider proposed Local Government Pay claim for all staff

Cllr Garner joined the meeting at 7.31 pm

 

  1. To consider any proposed Capital Expenditure proposals

A general discussion took place around the proposed projects referred to in the finance minutes. A further item was suggested to be looked at and this was to look at the Parish Council maintaining all of the benches in the parish, regardless of some of them not being on parish land.

            RESOLVED: To agree all of the suggested schemes being put forward for consideration.

It was suggested that any further suggestions be emailed to the Clerk prior to the November meeting.

 

  1. To consider applications for S.137 Grants

RESOLVED: To approve the request of Bagthorpe Athletic, as previously circulated.

      RESOLVED: To approve the request of Westwood Local, as previously circulated.

Cllr B Jackson abstained from this vote.

 

  1. To clarify design/sizing requirements and also specific location of the memorial plaque to be sited near the playarea at Lea Recreation Ground (previously approved)

Following the earlier discussions around problems associated with Lea Road recreation ground, it was agreed that a plaque was no longer going to be suitable as it would likely be prone to vandalism.

RESOLVED: To invite the family to plant a tree, in memory of the young girl, in the garden area of the Recreation Ground.

 

  1. To consider quotes for 6 Verdun Oak trees for Woodnook – (replacement for the removed Oak)

A discussion was held regarding the amount of trees to be planted considering that there are    150 new trees being planted elsewhere in the Parish at New Selston Recreation Ground.

RESOLVED: To plant 3 oak trees in a triangle, just inside the area of the missing cherry tree         at a total cost of £300 plus VAT.

  1. Jubilee Recreation Ground – To consider advice received from Via Drainage Manager regarding the surface water outfall

(Details previously circulated)

RESOLVED: To give VIA permission to carry out the works, as previously outlined.

 

  1. To consider purchasing a bench to be sited near the new pedestrian entrance of Jubilee Recreation Ground

RESOLVED: To delegate the Clerk to purchase a new suitable bench at a cost of £581.73 plus VAT, to be sited on rubber matting.

The bench that has already been repaired is to remain in situ.

 

  1. To consider purchasing and siting of 4 bird boxes in the wooded area of Jubilee Recreation Ground

RESOLVED: For the Clerk to purchase 4 bird boxes (2 of each type) at a cost of £35 and £40 each respectively and for the Clerk to take advise on where and how to site them.

 

  1. To consider purchasing daffodil and crocus bulbs for planting at Jubilee Recreation Ground

RESOLVED: To go ahead with keeping the area around the trees tidy by strimming it and planting clumps of spring bulbs throughout the trees for maximum impact as advised by ADC and to also invite the local residents in the planting.

  1. To consider a request from Westwood Local for use of Westwood Recreation Ground on 6th and 7th May 2023

RESOLVED: To approve the request from Westwood Local for use of Westwood Recreation Ground on 6th and 7th May 2023 for an event.

 

  1. Consider the proposal for replacement skate park put forward by the Jacksdale Councillors working party

It was agreed to move this item to the November meeting when more information should be available.

 

Cllrs A Hankin and D Martin left the room for the next item of the agenda.

 

  1. To consider pending Planning Applications

V/2022/0725 – 201 Church Lane Underwood – Single Storey Rear Extension and First Floor Dormer Extension to Front and Internal Alterations

RESOLVED: To submit a response in relation to planning application V/2022/0725 based on the application being in the Bagthorpe Conservation Area to ensure that the extension is in keeping with the area.

 

Cllrs A Hankin and S Jackson returned to the meeting.

Cllr Martin returned to the meeting.

 

  1. To consider celebrations for the King’s Coronation

A request was put out for volunteers to help at whatever event(s) might be decided upon. Cllrs Chapman, Wright, Easom and Deaves put themselves forward. Cllr Hey had also indicated an interest. Cllrs S Jackson and M Garner will be involved with the Westwood Local event.

 

Cllr M Garner returned to the meeting.
