Minutes of Meeting of the Parish Council held on Monday, 27 January 2025 at 7.30pm at Jacksdale Community Centre.

RESOLVED: To co-opt Brian Jackson as a Parish Councillor for Jacksdale ward.

This was done by a single resolution.

 

  1. Police report

The police were unable to attend but an email report was circulated to the members of the Council today.

Members of the Council asked the Clerk to inform the police that there are still reports of nuisance drivers at J27 and off-road bikes at Felley.

 

  1. Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation. Members of the public will need to start by stating which item they are addressing the Council on

  1. To approve the minutes of Selston Parish Council meeting held on 25 November 2024

RESOLVED: To accept the minutes of the meeting held on 25 November 2024 as a true record

 

  1. To consider the accounts to 31 December 2024 as attached

  1. To note the Draft Finance Minutes of 14th January 2025 as attached

  1. To consider any movement of unspent budget to Ear Marked Reserves as recommended by the Finance Committee on 14th January 2025

RESOLVED: To move the unspent budgets for Recreation Grounds Capital Expenditure and the Neighbourhood Plan to Ear Marked Reserves.

 

  1. To consider Community Centre Hire Charges as recommended by the Finance Committee and Selston Parish Village Halls Charity

RESOLVED: To increase all room hire charges by £0.50 per hour excluding childrens parties from 1st April 2025.

 

  1. To consider 5% increase in grounds maintenance charges

A letter from the contractor was emailed to Councillors on the 21st January. It was noted that there has been positive feedback on the grounds maintenance of the Recreation grounds.

 

RESOLVED: To accept the 5% increase in grounds maintenance charges

  1. To review draft budget for 2025/26

There were no questions but it was noted that the largest expenses are wages and grounds maintenance

  1. To consider any applications for S.137 grants

An application for £1500 received from Selston Carpet Bowls for the purchase of new carpet mats was emailed to Councillors 21st January 2025.

 

RESOLVED: To grant £750 for the purchase of a new carpet bowls mat to Selston Carpet Bowls.

 

An application for £2689 for one editions printing cost from the Community News was emailed to Councillors 21st January 2025.

 

RESOLVED: To delay a decision to the February meeting to find out if savings could be made to the Parish Councils expenses for their article in the Community news.

 

  1. To consider pending Planning Applications

RESOLVED: To send letters of objection to V/2024/0577 due to over intensification of the site and highway safety concerns, and V/2024/0633 to object to the vehicular access to the field as it changes the aesthetics of the landscape that has been approved and extremely concerned that there could be large agricultural vehicles driving through a residential estate causing a disturbance to the residents and creating a hazard for children that are playing.

There were no comments to be made in relation to the pending planning appeals.

 

  1. To consider Parish Council representative(s) for attending Planning Committee meetings on any relevant applications, to present the view of the Parish Council

Item 16 – E-scooters it was agreed to use the information received for an article on the parish council pages of the next edition of the Community News.

Item 22 – Standards Consultation Councillors will submit individual responses

RESOLVED: To decline the bespoke training package offered by Breakthrough Communications

  1. Old Council Offices – Update on the office letting

A potential arrangement for an exchange of services was considered but it was felt that it would be detrimental to the Councils Finances.

 

RESOLVED: To continue to advertise for a paying tenant for the office

 

  1. Update on sale of 35 Mansfield Road

  1. Update on land dispute and consider any subsequent actions

  1. Update on arrangements for marking VE Day 80th Anniversary on 8th May 2025 and consider any further recommendations

It was noted that there are sufficient funds in the Events Budget. The Assistant Clerk is leading on the Event and there have been no changes to the initial plans.

It was agreed to hold a meeting on the 6th February 6pm in the Eleanor Adams Room for those who are helping on the day – Assistant Clerk, Clerk, Cllr Paul Easom, Cllr Mary Wright, Cllr David Martin, Cllr Ken Tetley, Cllr Jed Bethell, and Cllr Dawn Justice and Cllr Sue Jackson will help if they are available.

RESOLVED: To uphold the Clerks decision as the advice of Bright HR has been followed

RESOLVED: For all annual holiday entitlement to be taken during the current holiday year

 

 

Minute No. 458 – Update on potential sale of grazing land – awaiting registration with the Land Registry

 

Minute No. 459 – Update on allotment matter – no response has been received. The plot will be checked.

 

Minute No. 461 – Update on sale of 35 Mansfield Rd – The Clerk has chased the estate agents, and they said they are still waiting for the Land Registry, so the Clerk emailed the solicitors again last week but has not received a response yet. The Clerk was instructed to ask why the property is not being advertised for sale.

 

Minute No. 462 – Update on Land Dispute – it was agreed to follow the solicitors advise and wait for a response regarding an application to the Land Registry
