Minutes of Meeting of the Parish Council held on Monday, 27 March 2023 at 7.30pm at Old Council Offices.

  1. Police report

A brief update on policing in the area was provided by PC Snowden and various questions were raised by Councillors.

 

  1. Update from online event with Police & Crime Commissioner, Caroline Henry

The Clerk gave a brief update on the online event, which was attended by herself and Cllr Deaves. There were 8 other Parish Councils represented. It was apparent that other Parish Councils are having the same issues. Speeding was spoken about quite substantially and it was indicated that the speed gun training is in hand.

 

  1. Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation. Members of the public will need to start by stating which item they are addressing the Council on.

 

Milan Radulovic spoke up in support of the pending planning application for Nottingham Road, Selston. He confirmed that he was the promoter of the application along with 2 others. He offered to answer any questions from members of the Council and a couple of Councillors raised questions in response to his presentation.

 

  1. To approve the minutes of Selston Parish Council meeting held on 27 February 2023

RESOLVED: To accept the minutes of the meeting held on 27 February 2023 as a true record

 

  1. To consider correspondence received and required actions – No action required

 

  1. Consider request to support a Kings Coronation event on Sunday, 7 May 2023 at Selston Country Park

Cllr Martin provided figures for the event, which if agreed, would be a free event for residents of Selston Parish. The total amounted requested was £1818.00 to cover fairground rides, bouncy castles, a face painter, advertising and banners, flags and bunting, first aider and additional toilets. It was confirmed that it will be a Selston Parish Council event.

RESOLVED: To provide funding up to £2000, being the same amount available to the Westwood Local event.

 

8.05pm – Cllrs A Hankin and D Martin left the meeting.

 

  1. Consider S137 request and use of Friezeland Recreation Ground for Underwood Festival

RESOLVED: To provide the funding requested of £700 plus £273.25 facilities costs of hire.

 

It was noted that the application had been dealt with at this meeting rather than the April meeting, as some funds were left in the S.137 budget for the current financial year.

RESOLVED: To accept the accounts as circulated.

 

  1. To consider movement of unspent budget to ear marked reserves as recommended by the Finance Committee

RESOLVED: To move the unspent budget of finance codes 4045, 4150, 4230 and 4250 to ear marked reserves, as recommended by the Finance Committee.

 

  1. To consider draft Finance minutes of 20 March 2023 as circulated – noted

 

  1. To consider and approve renewal of Parish Council insurance

RESOLVED: To approve renewal of Parish Council insurance with Aviva Insurance Ltd, via BHIB Councils Insurance, at a cost of £4086.99 including IPT and all fees.

 

  1. To consider broadband and telephone contract renewal

It was noted that the Parish Council is currently out of contract for its telecommunication requirements and the current monthly costs are £168.74 for 2 operational landlines, 4 broadband and 4 mobiles. Various options were discussed.

RESOLVED: To go with 1p Mobiles (one year flexi option) for the 4 mobile phones at a cost of £30 per year per phone and with Daisy Communications quote for the landline telephones and broadband at a ‘lifetime price guaranteed’ cost of £133.90 plus VAT per month.

 

It was also agreed to purchase a wi-fi booster for extending the wi-fi to the Eleanor Adams Room of the Parish Hall.

 

  1. Consider proposals for Jacksdale skate park replacement

An update was given on the current situation regarding Cllr B Hankin and the fact that the work done so far by himself and Cllr Pilgrim, is not in a suitable format for being circulated.

RESOLVED: For Cllr Pilgrim to now take the lead on this project (with Cllr Hankin’s supporting as and when able) and for the matter to be deferred to the April meeting when Cllr Pilgrim will have been able to put something together for consideration.

 

  1. Update by the Clerk regarding maintenance of the slabs around Jacksdale War Memorial

It has been confirmed that the area around the war memorial is part of the adopted highway and would in inspected in line with the Highways Inspection & Risk Manual. An enquiry has been raised with the Highways Inspector to carry out an ad-hoc inspection and feedback regarding an outcome is awaited. It was however noted that the Highways Inspectors would look for a vertical trip of 20mm or more before they were able to carry out any works.

 

  1. Update by the Clerk regarding options for the changing rooms on Westwood Recreation Ground

A site meeting has now taken place and the changing rooms were found to be reasonably clean. A quote has now been received in excess of £30,000 and this does not include removal of the old cabin or delivery of a new one.

Following a further request for just providing some additional electric sockets, both estimators had indicated that this would not be a safe option and that a new fuse board would be required.

RESOLVED: To approve the cheaper of the 2 quotes for a new fuse board at a cost of £1650 plus VAT.

 

  1. Consider levelling an area of uneven ground on Middlebrook Recreation Ground

The Clerk confirmed that the only figures provided to her were estimates for the work.

RESOLVED: To defer this matter to the May meeting, along with actual costings for the work.

 

  1. Consider request from Riddings & District Canine Society for Dog Show on Woodnook

RESOLVED: To agree the request from Riddings & District Canine Society for the Dog Show on Woodnook on 1st May 2023.

 

  1. Update on Allotment inspections prior to annual renewals of agreements

It was confirmed that the inspections had now been done and everything was looking good, much improved on previously.

 

  1. To consider pending Planning Applications

A discussion was held regarding planning application V/2023/0090 – Change of Use of Agricultural Land to Carpark at The Royal Oak 29 Palmerston Street Westwood.

RESOLVED: To not submit any comments on behalf of the Parish Council due to the varying opinions of the members of the Council.

 

A discussion was held regarding planning application V/2023/0109 – Outline Application with Some Matters Reserved for 42 Residential Dwellings on Land Between 191 & 243 Nottingham Road Selston

RESOLVED: To submit an objection to the planning application number V/2023/0109 based on increased traffic causing a danger on an already very busy road, there are already 2 large housing developments proposed for Selston as part of the Local Development Plan and this site was not included in the consultations for sites and the Environmental impact on the wildlife and watercourse. The site was refused planning permission in 2002 for one dwelling
