Minutes of Meeting of the Parish Council held on Monday, 27 November 2023 at 7.30pm at Old Council Offices.

The Clerk opened the meeting by running through a few matters of what is expected in meetings, in terms of not using mobile phones inappropriately, respecting others, ensuring that only one person is speaking at any time and finally, that anything discussed in confidential, should not be disclosed outside of the meeting.

 

  1. To elect a new Chair of the Parish Council (and Vice Chair if appropriate)

RESOLVED: Cllr D Martin was elected as new Chair of the Parish Council and signed the Acceptance of Office

  1. To receive apologies for absence

Apologies were received as above

 

  1. To receive declarations of interest from Councillors – None

 

  1. To note the resignation of Cllr Rob Limb – noted

 

  1. To acknowledge the resignation of Cllr Brian Jackson – acknowledged

RESOLVED: To send a letter of thanks to Cllr B Jackson

 

  1. If an election is called in respect of either vacancy and the election become contested, consider whether the Parish Council would wish to have poll cards issued by ADC

RESOLVED: The Parish Council would not wish to have polling cards.

 

  1. To determine which items of the agenda, if any, should be taken with the public excluded – None

 

  1. To consider the use of mobile phones during Parish Council meetings

This matter was discussed at length. It was recognised that it is a difficult situation, when members need to know that their family can contact them in an emergency and therefore no decisions were made.

 

  1. Police report

A brief update was given.

 

  1. Members of the public are invited to address the Council on agenda items

 

A resident spoke in objection to planning matter V/2023/0596.

The Chair signposted the residents, to make their own individual comments to the District Council who are the planning authority, or by speaking with their District Councillor.

 

A resident spoke about her concerns in relation to the recent cutting back at Jubilee.

The Clerk advised that the Parish Councillor had recently approved a new contractor for their grounds maintenance and they would be operational from January.

RESOLVED: To accept the minutes of the meeting held on 30 October 2023 as a true record

 

  1. To consider correspondence received and required actions – noted

 

  1. To consider correspondence received from Equation regarding the Make Notts Safe Fun- Domestic Abuse in Rural Areas Project

Cllr H Bethell registered her interest in this, but was unable to attend. It was agreed for the Parish Clerk to attend the event being held at the Tin Hat Centre on 7 December 2023 from 1-3 pm and to provide feedback.

 

  1. To consider Selston Parish Council using Crown Commercial Services for the procurement of the energy contracts

RESOLVED: To delegate to the Finance Committee, to decide on which CCS option to go with.

 

  1. To consider the ADC Local Plan Consultation documents being displayed at Selston Parish Hall

The Consultation period is from 1st December 2023 to 29th January 2024 and it was agreed for the Consultation documents to be displayed at Selston Parish Hall.

 

  1. To consider closing HSBC current account – as recommended by the Finance Committee on 16th November 2023

RESOLVED: To close HSBC current account as recommended by the Finance Committee on 16 November 2023

 

  1. To consider new computers for the parish office

RESOLVED: To delegate to Lisa to purchase 3 new computers for the office as discussed and monitors as necessary, together with Office 365 subscription, including OneDrive.

 

  1. To consider the accounts as attached and draft Finance minutes of 16th November 2023 as circulated

RESOLVED: To accept the accounts as circulated.

 

  1. To consider pending Planning Applications

A discussion was held regarding planning application V/2023/0630 – Outline Planning Permission with Some Matters Reserved for Four Dwellings – 89, Sedgwick Street, Jacksdale

 

RESOLVED: To submit a letter to Ashfield District Council concerning planning number V/2023/0630, raising concerns of the over intensified upper floors and raising the question of access.

 

  1. To note Fire Risk Assessments on all five buildings – noted

The Clerk gave a precis of the reports received on all buildings. Mainly advisory points, but the main expense will be to install a mains fire alarm system in the pavilion.

 

RESOLVED: For the Clerk to obtain quotes and as the Pavilion work is urgent, it was agreed to waive the right for 3 quotes.

  1. Old Council Offices – To note amendments to the building that will be funded by the hirer

It was noted that the extra locks to be added to the exterior doors will be paid for by the hirer and the play area (also paid for by the hirer) will now be located at the rear of the building. The hirer was then invited to speak to clarify a few further matters.

 

  1. To consider any Committee vacancies following election of a new Chair (and Vice Chair if applicable)

As a result of Cllr Martin becoming the Chair of the Parish Council, this has left a vacancy for an Underwood Councillor to be elected onto the Strategic Planning and Finance Committee. It was agreed to leave this for the time being.

 

  1. To set a budget for the 6th of June 80th D-Day event

The event is on a Thursday and the beacon will be lit at 9.15 pm.

 

RESOLVED: To set a budget for the 80th D-Day event in June 2024 at a maximum of £2500

 

  1. Date, time and venue of next meeting – Monday, 29 January 2024 at 7.30 pm at Old Council Offices, Selston – Noted

 

Meeting closed at 9.08 pm
