- To consider Co-option of two Councillors for Selston ward and one Councillor for Jacksdale ward
Only one application had been received.
RESOLVED: To co-opt Mary Wright on to the Parish Council for Selston Ward.
The remaining two vacancies will be re-advertised with a view to being considered at the February meeting.

The Clerk advised that a late item of correspondence had been received, which was of a confidential nature and it would be discussed after the agenda business had been dealt with.
- Police report
2 members of the Ashfield Community Safety team were present. They advised that there was no local Beat Team at this time and they were unable to provide a report as such. Reference was made to Operation Springboard, but indicated that there were no major concerns in this parish. Fly tipping was present in this area and a few tickets had been issued.
- Members of the public are invited to address the Council on agenda items – 15 minutes is designated for public participation.
4 residents spoke about their concerns in relation to planning application V/2024/0002, particularly the inappropriate use of greenbelt land, but supported by other concerns as well, such as the road safety and the land being used as a dumping ground.
The Clerk confirmed that the land was not included in the Local Plan.

RESOLVED: To accept the minutes of the meeting held on 27 November 2023 as a true record.
- To consider correspondence received and required actions
Item 10 – The Parish Council were in favour of taking up the offer of free Life-Saving demonstrations provided by EMAS. It was thought to be a good idea to have the session or sessions within Village Halls Week and to also invite user groups along and extend the invite to the schools as well.
Item 20 – The Chair referred to the kind letter received from a resident in relation to the Christmas trees on Portland Road and the Parish Council requested that Thank you letters are sent to Paul Taylor and Lorraine Baker for efforts in putting up the Christmas lights and maintaining them throughout the Christmas period.
- To consider emails received from Equation, following the Clerk’s attendance at the launch event on 7th December 2023
It was agreed to accept the offer from Tricia Choo, Training Coordinator at Equation to speak at the next Parish Council meeting.
- To consider what Selston Parish Council could do to conserve and enhance biodiversity
It was acknowledged that the Parish Council are already adhering to conserving and enhancing biodiversity. Cllr Whyles agreed to consider the model policy and feedback to the Clerk.
Cllr wright also requested a copy of this, as it was circulated prior to her being Co-opted.
- Consider request from Pearson’s Funfair for a booking on Woodnook in July
RESOLVED: To approve the request from Pearson’s for a Funfair on Woodnook Recreation Ground to be operative from 17th to 21st July 2024.

RESOLVED: To accept the accounts as circulated.
- To consider any applications for S.137 Grants
RESOLVED: To approve the request for assistance with the room hire costs, totalling £281.24 for an upcoming Charity event at the Parish Hall, which is supporting 2 cancer charities.
RESOLVED: To donate £500 to Brinsley with Underwood PCC towards the running costs of them providing a Warm Space which is available 3 days a week.
RESOLVED: To donate £500 to the Friends of Holly Hill Primary School towards the cost of an outdoor classroom.

- To consider purchasing Christmas lamp post lights for Selston and Underwood as recommended by the Finance Committee
The Chair informed the Parish Council that ADC will fund the installation of Christmas lamp-post lights in each of the 3 wards, for the next 4 years if the Parish Council purchases them.
Cllr Justice asked if consideration could be given, to whether some of the Underwood lights could be installed on Main Road, Underwood.
RESOLVED: To purchase the 14 sets of lights for Selston ward and 10 for Underwood ward at a cost of £3815.80 plus VAT.
- To consider a separate rate and agreement for long term business users taking account of the fuel and service charges
This matter is currently being considered as part of the budget setting and the potential £99,000 deficit for next year. Cllr Deaves and Cllr O’Byrne are working with the Clerk on a proposed separate agreement and rates for long-term users of the facilities. This would be for users of more than 20 hours a week, every week.
RESOLVED: To delegate the Finance Committee to set the rates as they are impartial. The rates will be discussed with the Trustees. The final decision will come back to the Parish Council’s February meeting as part of the budget setting process.

- To consider the quotes for drainage works on Freizeland Recreation Ground
The chair gave an explanation of the works that are to be carried out as the quote had already been approved by the Finance Committee, as per the draft finance minutes attached to the Agenda.
- Consider request for additional wildflower areas at Jubilee and Palmerston Street, Westwood
It was thought that this may be able to be done in-house, for Westwood. Jubilee needed to be looked at in more detail.
8.47 pm Cllrs H Bethell and D Deaves returned to the room
It was agreed for the Clerk to get prices and bring it back to the Parish Council, together with exact locations and sizing.
- To consider pending Planning Applications
A discussion was held regarding planning application V/2024/0002 – Land Between 124 and 142 Church Lane Selston, (previously V/2023/0092), which the Parish Council had objected to previously.
RESOLVED: To re-submit the original letter of objection to the planning department at ADC.
A discussion was held regarding planning application V/2023/0627 – land at Alfreton Road, Jubilee
RESOLVED: To submit a letter of objection as the land is Greenbelt and on a 50mph road
- Pavilion – New Fire Alarm and Emergency Lights have been fitted – Noted
- To consider the recommendations of the HR Panel
No questions were asked.
- To approve and sign the Management Agreement between Selston Parish Village Halls Charity and Selston Parish Council which was originally approved by the Parish Council on 30th October 2023, but further amended by the Trustees on 20th November 2023
The Agreement was signed by the Chair on behalf of the Parish Council.
- To consider Committee member vacancies for Strategic Planning & Finance Committee
RESOLVED: For Cllr Limb to represent Underwood ward (alongside Cllr O’Byrne) and Cllr Wright to represent Selston ward (alongside Cllr Deaves).
- Update on Village Halls Week event in March 2024 and set a budget for the event
The Clerk provided an update on what was proposed. A number of suggestions were put forward for the Assistant Clerk to look into.
RESOLVED: To set a budget for the event, same as last year.
- Update on proposed theme for the Parish Council’s pages of the Community News for 2024
The Assistant Clerk gave an outline of what was being proposed and circulated a copy of the recently submitted pages for the Spring edition. Feedback on the ideas was good. It was agreed that sufficient notice would be given to Councillors of the material that was required for the next edition, so that Councillors could help provide information/literature and possibly assist with any events happening in the community centres.

Cllrs Limb and Justice both left the room at this point, due to having an interest in the additional item that was to be discussed and all other Councillors remained.
The Clerk had already stated that the matter was ‘confidential’ and she then went on to read the letter which had been received too late for this agenda.
The contents of the letter, lead to a substantial discussion as to what should happen next. A further letter is expected and will be relayed to Councillors for consideration.
