Minutes of Meeting of the Parish Council held on Monday, 29th September 2025 at 7.30 pm at Jacksdale Community Centre.

  1. To consider co-option of 3 Councillors for Underwood ward and 2 Councillors for Selston ward

One application had been received and details circulated, however they had been unable to attend tonight’s meeting, but had been invited to the October meeting.

 

  1. To receive declarations of interest from Councillors

It was agreed to move items 14 and 36 to ‘Confidential’

 

  1. Police report

A brief update was given by PCSO Victoria Clarke and PC Megan Rodgers.

 

The council were also made aware of the recent staffing moves and that PC Cook was no longer covering the Rurals, albeit he was still part of the larger team. This is due to an unforeseen staffing absence elsewhere and whilst service was continuing, the missing full-time member of the team was making things difficult. They were apologetic and advised that if the council were to notice any changes to service as a result, they were advised to write to the Inspector.

RESOLVED: For the Clerk to send a letter of concern to the Inspector.

RESOLVED: To accept the minutes of the meeting held on 28th July 2025 as a true record

 

  1. To note the conclusion of External Audit for 2024/25 – Noted

 

  1. To consider the accounts to 31 August 2025 as attached

  1. To note the draft minutes of the Finance Committee meeting on 2nd September 2025 and consider the following recommendations – Noted

 

112.1 Consider Finance Committee’s recommendation that a budget of £500, that increases each year with inflation, is set for the Remembrance Day parade

RESOLVED: To pay this year’s invoice, but for next year and future years, for a budgeted amount to be re-considered by the Finance Committee. It was further RESOLVED to pay this year’s shortfall from the Events budget.

 

112.2 Consider Finance Committee’s recommendation with regards to the termination of the office let at the Old Council Offices and consider advertising options

RESOLVED: To approve Finance Committee’s recommendation to adhere to the 3 month’s written notice period for the current tenants.

 

  1. To consider a request regarding the use of the Old Council Offices

  1. To set a date for the next Finance Committee meeting as the 10th October is no longer viable

Cllr Easom temporarily left the room and then returned

 

It was agreed to set a new Finance meeting date for Friday, 17th October 2025 at 2.00 pm

  1. To consider the quote for BrightHR Proposal to include the Health & Safety software, training and 24/7 advice

RESOLVED: To approve BrightHR’s combined quote of £112.00 plus VAT (per month) for the package to also include the Health & Safety software, training and 24/7 advice

 

  1. To note the Independent Examiner’s Report for the year to 31st March 2025 in respect of Selston Parish Village Halls Charity – Noted

 

  1. To consider pending Planning Applications

It was noted that planning application no. V/2025/0298 had been withdrawn.

 

A discussion was had in relation to planning application V/2025/0464 – Land between 191 and 243 Nottingham Road Selston.

RESOLVED: To resubmit the same letter of objection as last time

 

  1. To consider Planning Appeal Consultation Noted

In relation to APP/W3005/W/25/337177 – Tithe Barn, Wansley Hall, Lower Bagthorpe – No action required.

 

  1. To consider Parish Council representative(s) for attending Planning Committee meetings on any relevant applications, to present the view of the Parish Council – Not relevant

 

  1. To consider correspondence received and required actions

Item 9 of correspondence – Councils Consultation for additional housing sites

RESOLVED: To submit the New Selston site (in its entirety)

 

Item 20 of correspondence – Eastwood Town Mayors Christmas Civic Service 2025

Cllrs Sue Jackson and Mary Wright volunteered to attend.

 

  1. To consider Winter Service – Offers of Assistance to Parish Councils 2025/26

RESOLVED: To purchase 1 bulk bag of salt at a cost of £55 plus VAT.

 

Cllr Martin offered to dispense this into the blue grit bins. This will be in addition to the 5 free salt bags which will be retained for the centres.

 

  1. Consider a response to Rev Lee Gordon’s email concerning the St George flags placed on the lamp posts along the B600 Nottingham Road leading from Underwood and into Selston

RESOLVED: For a statement to be added to the Parish Council’s website indicating that the Parish Council are not in any way responsible for the flags on lampposts and will therefore not be taking them down. It is the responsibility of the County Council to take any action if required, unless these are on private property.

 

A response is also to be sent to Rev Lee Gordon, as per information received from the County Councillor.

 

  1. To consider how Councillors wish to be notified of certain circulars such as highway notifications

Cllr Easom temporarily left the meeting and returned

 

It was agreed that highway notifications will be emailed out, as well as added to the website. If anyone does not wish to receive these, they can advise the clerk accordingly.

It was agreed that Planning matters should continue to be emailed out to all Councillors as the Parish Council are a statutory consultee.

 

  1. Consider improvement options for the Parish Council’s website and approve costings

RESOLVED: To approve the quotation for a new parish council website using NetWise UK.

It was further agreed for Cllr Dooley to work with the Assistant Clerk on the new product.

 

  1. Consider recommendations of Selston Parish Village Halls Charity from their meeting on 23rd September 2025

The Clerk gave a brief update on the following items.

  • Use of the Bowling Green at Selston Parish Hall and consider future use and maintenance
  • Christmas Tree Lighting Event on Friday 28th November at the Old Council Offices
  • Use of school playing fields still not available for use by the football club
  • Legionella Risk Assessments recommendations
  • Water costs and usage

Cllrs Mary Wright, Dee Gamble and Alan Gregory volunteered to help at the Christmas event.

 

  1. To consider any update from Cllr Gascoyne in relation to a replacement skatepark for Jacksdale

In Cllr Gascoyne’s absence, the Clerk advised that there was no update, other than, Skate Nottingham will be in touch with the Clerk this week to discuss the repairs on Woodnook skatepark and combining them with a consultation on Jacksdale Skatepark. The Clerk will obtain a price for this.

It was suggested that consideration be given to approaching the County Councillor for a Local Communities Fund grant to pay Skate Nottingham.

 

  1. Consider quotes for temporary fencing on Mansfield Road allotments

RESOLVED: To send a letter to the occupier, advising that the matter is causing concern and as a result of the delay, may need to consider putting a fence up on the council’s side. Also, noting that the risks are reduced when their gates are shut, but at times when they are open, these risks are increased.

 

  1. To consider arrangements for Remembrance Day on Sunday, 9th November 2025, including who will lay wreaths on behalf of the Parish Council

Arrangements will be as in previous years and Cllr Tetley volunteered to assist Cllr Martin with moving of the barriers.

RESOLVED: For Cllr Sue Jackson to lay the wreath at Jacksdale, Cllr Martin to lay the

wreath at Selston or Underwood and for the other parish council wreath to be sorted at the October meeting.

 

  1. To consider the purchase of lamppost poppies – No more lamppost poppies are needed

 

  1. Consider the 100 years anniversary of the Jacksdale branch of the Royal British Legion and approve any requests and proposals

This item will be carried forward to the next meeting.

 

  1. Update on arrangements for the Christmas event to be held at Old Council Offices (in conjunction with the trustees of Selston Parish Village Halls Charity) on 28th November 2025

This was discussed earlier in the meeting.

 

  1. Updates on other Christmas events which are being held within parish buildings and/or supported by the Parish Council

The Clerk reminded Councillors of the need to ensure all relevant risk assessments, plans, room hire etc need to be sorted ahead of all events.

 

  1. To note the next Parish Council meeting to be held on Monday, 27th October 2025 at 7.30 pm at Jacksdale Community Centre – Noted

 

  1. To consider payment of the National Joint Council annual pay increase for non-office staff from 1st April 2025 and ratify the same for all office staff

Minute No. 113 – To consider a request regarding the use of the Old Council Offices

 

RESOLVED: To not accept the request based on the impact it would have on other hirers already using the facilities.

 

Minute No. 135 – To consider payment of the National Joint Council annual pay increase for non-office staff from 1st April 2025 and ratify the same for all office staff

Cllr Sue Jackson advised that she had seen the appraisals, and everything was as it should be.

 

RESOLVED: To approve Finance Committee’s recommendation.

  1. Update on potential sale of grazing land at New Selston

Nothing to report

 

  1. Update on sale of 35 Mansfield Road

This was completed on 11th September 2025 and monies had been received by the charity.

 

It was proposed that Finance Committee now arrange an invoice, to the charity for the drainage repairs at the Parish Hall and the utility bills paid whilst the property was empty.
